Treatment Foster Care


Lithia Springs OYA Treatment Foster Care Program is a long-term program for male youth, ages 16 – 18, who require less supervision than youth placed in the residential programs. These youth have had legal issues in their past and are now looking to change their lives in positive ways. Youth are placed in specialized foster homes and attend Lithia Springs School in Ashland where they receive comprehensive services. Services include: individual therapy/counseling, group therapy/counseling, recreation and social activities, family therapy and reintegration, behavioral management, level system, mental health treatment, alcohol and drug treatment, educational and vocational services, and transition/aftercare services. Foster homes provide a nurturing, supportive, and safe home environment for youth that are placed by the Oregon Youth Authority. Foster parents are viewed as part of the service team and are expected to support the treatment that youth receive. The program provides 13 hours of evidenced based services per week.

Lithia Springs DHS Treatment Foster Care Program provides long-term treatment foster care to male and female youth ages 16 - 18 that are placed by Department of Human Resources (DHS). Youth are placed in foster homes, and attend the Lithia Springs School in Ashland, and participate in treatment services that are offered by the program. The major goal of the program is to support youth that are aging out of care to make a successful transition of them into the community where they are able to live independently of state and family support. Independent living services provide eight hours of evidenced based services per week. Support services are provided by an inter-disciplinary team of professionals in a day treatment model based at Lithia Springs School facility. During the school day, youth receive behavioral services, educational services, mental health treatment, and alcohol and drug counseling. Youth are supported by the foster families and staff in learning the daily living, independent living and relationship skills that are necessary for them to develop increased autonomy. The program’s highest priorities are to promote independence and provide skill enhancement that will lead to the youth making safe choices upon transition into the community.

Youth and Family Services DHS Treatment foster care services provide a comprehensive therapeutic program, utilizing a treatment foster care model (TFC), that provides the least restrictive setting for youth that are experiencing a variety of emotional, behavioral, and psychiatric disorders. It serves male and female youth, ages 13 – 18, through a contract with the Department of Human Services (DHS). The primary goal is to provide the skills and supports necessary for youth to return to a less intensive level of care (such as back to the biological family, foster care, or other supported living arrangement) and to ultimately achieve a permanent independent living situation. Services are community-based and accommodate variable lengths of stay based on the youth’s needs. These youth attend CrossRoads alternative school in Medford. Services are provided in collaboration with a variety of community resources. Services are based on cultural and gender needs of each youth. The program provides 13 hours of evidenced based services per week.

Host Homes - The primary shelter needs for RHY services are provided through the use of local host (foster) homes. Host homes are certified for foster care by Community Works and can house up to two youth per home for a maximum of 21 days. Every effort is made to ensure that host homes are safe with nurturing parents providing shelter. Youth are expected to follow program rules as well as the rule of the host home. During the placement, the Case Manager visits the home often to make sure things are going well. Host homes sign a contract with Community Works that identifies their roles and responsibilities as well as their rights and compensation.
